Senior HES Specialist
Location:  Angola 
Duration:  3 to 4 years
Schedule: Residential
Start Date:  ASAP

JOB PURPOSE
This position will be initially based in Luanda but will transition to Soyo in Angola within 1-2 years. Frequent travel to North America or Europe up to 50 of the time will be required.

JOB ROLES AND RESPONSIBILITIES
1 Development of Health Environmental and Safety Standards policies procedures and processes including safety management systems which will be used for the development of the Operating and Maintenance O&M Procedures and Training Programs for O&M employees.  Coordinate HES input to the commissioning phase ensure all HES processes and procedures are in place for operations acceptance of the pipeline network at the completion of pipeline commissioning.  Responsible to ensure the dispatching field operations and maintenance staff are full versed in these matters.
Jointly responsibility for the development of the Emergency Response Plan with the Emergency Response and Security Specialist.
2 Coordinate and facilitate the HES Compliance Assurance process. This includes gap assessment development of gap closure plans and identification of resource requirements.  Develop and refine deployment tools. Identification and sharing of Compliance Assurance best practices tools and expert resources.  Identifies auditing competency requirements and develops training standards. Supports development and maintenance of Operational Excellence compliance audit competency.   Develops and coordinates the HES Compliance Assurance Audits.  Champions Behavior Based Safety Program.
3 Recorded Keeping  Reporting and Incident Investigation:
Conduct or direct data analyses and compilations to help identify prioritize and track key HES performance indicators toward reducing risks and incidents.  Maintain and communicate metrics for safety and environment performance.
Serve as lead HES representative on any incident and accident investigations including any joint investigations involving either the Plant or the Associated Gas Supply block operators.  Conducts incidents investigations ...Responsible for follow up and communication of all corrective actions via e-mail meetings etc
4 Gas Pipeline Network HES and Safety Management Systems Monitoring and Management
Accountable for maintaining HES standards policies and procedures within the pipeline systems;  with operations identify and analyze any matters relating to HES matters coordinating all HES standardization across the pipeline network 
Represent the Pipeline Network Forum PNF to establish all necessary interfaces communication channels protocols and processes relating to HES matters.  
Also represent SOMG in PNF on all other HES related matters
5 Provide development plan for an Angolan recruit to assume all responsibilities for this position within a 5-6 year period.   Accountable for implementing this plan by providing mentoring motivation and opportunity for the Angolan to develop the skills required to perform this job.

Degree of Discipline:Engineering Science or other Petroleum Industry related degree

Professional Experience
10 years experience in HES related functions particularly Offshore Pipeline operations

Behavioral Profile
Pipeline Operational Experience including comprehensive knowledge of Pipeline Health Safety and Environmental Matters.  Demonstrated champion of HES principles with evidence of the ability to deliver high quality results safely.
Well organized capable of performing multiple tasks accurately and efficiently.  Capable of managing multiple interface relationships and able to exchange information proactively can identify gaps/overlaps and resolve effectively
Highly respected and contributing team member self motivated and well organized with demonstrated ability to provide leadership as a member of the team to a field operations work team.  Able to function and deliver expected results with minimal direction.  
Communications - Excellent written and oral communications and presentation skills.  Ability to distill complex information into key messages and clearly convey.  English fluency required; Portuguese language skills desired.
