Job Description
•To provide a full Cost Engineering Work Management Analysis and Cost Control guidance.
•Develop and maintain Cost Reporting System using an integrated cost control set up.
•Develop and maintain all Cost Reports Develop detailed bottom up cost estimates to assist the assessment of forecasting Produce expenditure phasing by each department
•Execute Cost Control for both Contract and in house management costs.
•Assign job-specific code of accounts in accordance with the approved WBS.
•Implementation and maintenance of the change control system to keep track of any cost or schedule impace caused by deviation trends potential change notices and/or variation orders
•Produce analysis comparison reports
•Carry out cost Risk Analysis and maangement reserve utilisation contingency
•Development of cost packages estimates and annual budgets Control Contractors reimbursable manpower and all related services
•To ensure all contractors invoices are verified before submission for payment and are fully in compliance with administrative contractual requirements
•Support Project Engineers in developing estimates and contracts cost control
•To provide services including assistance during contract preparation bid evaluation contract administration and verification of contractual payments.
•Assist in Training of Kazakhstan nationals
•Responsible for the provision of support on the implementation of SAP assistance and coaching of personnel to use the system trouble shooting inductions/trainings etc and all its process related issues
Competences •Familar with both Project and Corporate contract and finance procedures for contract management and control Knowledge of computer based cost and planning tools Excel Access Microsoft Office MS Project or equivalent packages
•Familar with cost probabilistic and associated software such as @ Risk Crystal ball etc
•Familiar with the study requirements during early phase of project development
•Ability to work without supervision
•Ability to initiate and promote the discipline of cost engineering
• Ability to assist in management reviews of existing projects
•Ability to create/update cost and planning estimating/control methods and procedures to reflect the latest engineering and project execution philosophies
Qualifications •Engineering HND 5 years experience in planning cost control and contract administration 10 years in oil and gas experience
•Experience in Onshore and Offshore Petrochemical Development Projects in Europe
•Experience in working direct or indirectly for a Major Oil Company
•Experience in dealing with Share and Stakeholders
•Experience in preparing and executing control procedures for cost control
Conditions Depending on the specific projects need the position shall be based in Kazakhstan. However it might be initially based at one of the Execution Contractor Sites or in London for an introductory period before moving on to Kazakhstan.
The job holder may be required to work at any other company facilities when needed.
