Job Description
SENIOR CIVIL ENGINEER - LNG required by our client, an International Oil and Gas operator, to be based in the USA.
 
Location: Houston, USA
Type: Contract
Duration: 21 months
 
PRINCIPAL RESPONSIBILITIES
 
The Senior Civil Engineer  has responsibility for the civil (including coating and insulation),building  and structural assurance activities both within the Design office and at the construction site . Within these areas of responsibility he will be required to:
Ensure Project safety standards are met or exceeded.
Co-ordinate and provide engineering expertise to ensure that the plant is designed and will function in accordance with the  Basis of Design and FEED as incorporated in the Contract agreement
Monitor the EPC LS Contractor in the execution of his responsibilities under the EPC LS Contract.
Ensure that interfaces with other parts of the Project and all Project stakeholders are adequately managed and properly engineered.
Participate in inspection assurance at Module Yard .
 
Primary Accountabilities :
 
Be the Company representative for civil, building and structural  matters.
Daily monitoring of Contractor HSE compliance and participation in HSE site inspections and investigations. Interact with the workforce to ensure everyone goes home safely every day.
Review and approve civil, building and structural  design documentation from all contractor offices as identified and required under the contract.
Validate the design and procurement of civil and building  equipment to ensure that they meet Project requirements.
Monitor and review the development of selected engineering documents for all phases of the project
Attend Kick of meetings and vendor technical reviews for critical construction
Be the principal Company representative during Acceptance Testing  as necessary.
Validate  that package design is in full accordance with Project requirements
Ensure full compliance with all applicable technical standards as required by the Contract agreement
Monitor and review the development of selected key construction and material specifications required for procurement and fabrication .
Ensure notifications and  instructions to Contractor are given in writing and recorded in project letters and transmittals
Provide Home Office Support to Site engineering, construction personnel, and commissioning/startup personnel as required.
Provide technical approval of exceptions, deviations and changes within the MOC system
Participate in Contractor and owner assurance audits and surveys
Attend witness and Hold points identified in the inspection plans and on a daily basis monitor contractor site quality performance and adherence to standards.
Organise punchlisting
Accept the completion of civil, building and structural  works on behalf of the Company in accordance with the Project requirements as per the completion and turnover procedure
certify that the facility is ready for handover to the CSU team for the civil, building and structural  discipline (by signing Discipline Completion Certificate)
Verify the Contractor civil, building and structural   personnel have the required competence to forefill their assigned duties
Complete quality assessments of critical vendors as defined by the contract criticality matrix.
 
EXPERIENCE/QUALIFICATIONS
 
Professionally-qualified Engineer with qualifications in the Civil  Engineering discipline.
At least 10 - 15 years civil,building and structural  design and field  experience, including significant relevant experience on large multi-national and multi-location projects.Preferably within LNG projects.
