STRATEGIC BUYER - SERVICE PROCUREMENT PLANNING required by our client, an international oil and gas operator, to be based in the Middle East on a staff basis.
POSITION SCOPE
The position will play a vital role in strengthening the Company's commercial advantage and implementing "best in class" procurement standards and processes. The position holder will contribute to fulfilling internal service level agreements with relevant budget holding departments. The tendering, negotiation and closing of General Service Contracts (GSC's) will be among the position holder's key focus areas, as will contract and Vendor management.
As Strategic Buyer for Service Procurement Planning, the position holder will be expected to take proactive initiative in terms of leveraging tender opportunities identified through spend mapping and budget-oriented prioritizations, while following and updating the standard operating procedures in place.
PRINCIPAL RESPONSIBILITIES
- In cooperation with Technical Departments, obtain and apply budget input for SPP's rolling tender pipeline while driving internal spend analysis, facilitating prioritising and planning of tenders for the agreed service categories. Further duties include conducting market surveys and analysis to obtain relevant information on potential suppliers, services etc. optimizing the contracting process.
- Influence, plan and negotiate GSC's. Co-ordinate Tender processes and negotiate the associated contracts. Implement GSC's.
- Contribute to establishing, maintaining and continually improving a Contract and Vendor Management System. Renegotiate prices and update GSC's with new services and suppliers, as per market and service category evolution.
- Contribute to maintain and continually improvements of Service Level Agreements with selected departments. Create proactive & constructive co-operation as well as a high level of customer satisfaction with the rest of the Purchase and Procurement Department & all internal customers.
- Establish and maintain in-depth contact to the market, ensuring updates on developments within the Procurement area of the Oil & Gas industry. Contribute to a shared database and overview of market knowledge.
- Contribute to further developments and improvements of the Procurement toolbox and processes Responsible for directly influencing the GSC tender process through procurement participation, ensuring maintenance of a commercially advantageous focus in a complex tender process, navigating an environment with opposing interests. Contribute to and participate in process optimization across the departments.
- Proactively liaise with other entities, where relevant and value-adding, and align activities, promoting gains and synergies from bundled spend.
- Position Purchase and Procurement as a value adding business partner.
EXPERIENCE/QUALIFICATIONS
- Master degree / Diploma in Purchase/ Sales or other relevant commercial education and/or 3-5 years of relevant professional experience.
- Expertise within the Marine business i.e. chartering and vessel classification understanding and/or the upstream offshore business in general, is an advantage.
- Experience from working in a multi-national - multicultural society is an advantage.
