Job Description

1. Scope of Responsibilities

· Manages and leads a team of Multi-discipline Engineers to coordinate production of engineering deliverables in accordance with the project plan.

· Manages the interfaces on a project including: multiple disciplines multiple engineering centres project controls procurement and third party contractors or suppliers.

· Capable of performing duties with no direct supervision and within agreed schedules and budgets.

· Has appreciation of multi-discipline engineering design activities. Manages all disciplines to achieve design consistency.

· Supports the Project Management Team in planning and identifying technical issues that which could limit progress or impact project budgets. Interfaces with the client.

· Provides all necessary input and support to project progress and reporting.

The Project Engineering Manager is accountable to the Project Manager.

Corporate reporting line is to respective Departmental/Group Manager.

2. Primary Duties

A Typically works on a FEED detailed design or EPC project.

B Technically responsible for all engineering work and allocating supervising and directing preparation of project deliverables. Subject to project size will delegate some level of supervision and specific checking/approval activities to Project Engineers.

C Capable of formulating resolutions to technically challenging and/or high profile issues with support from consultants and discipline Engineers and effectively communicating with Clients and Senior Management.

D Monitors the engineering progress addresses shortfalls develops recovery plans where required and ensures plans are implemented. Provides feedback to Project Manager and engineering discipline supervisors as and when required on the progress.

E Attends project review meetings and ensures that associated reports are compiled and distributed accordingly.

F Reviews the ITB Invitation to Bid documents submitted in the proposals stage prepares/reviews man-hour estimates and provides input to project execution plan.

G Identifies a clear scope of work and supervises preparation of the Technical Document Register TDR. Responsible for planning/scheduling all engineering activities and manpower resource. Quantifies the total number of engineering deliverables man-hour allocation and format of delivery and other requirements for execution of the work. Provides necessary regular project controls/ reporting input to Project Management.

H Supervises production of the project execution plan and coordination procedures for the project.

I Approves all engineering deliverables and ensures appropriate personnel in place to undertake competent checking across all disciplines.

J Provides assistance as and when required in the strategic procurement planning including for long lead items enquiry.

K Provides support to procurement including long lead items enquiry: approves Technical Requisitions vendor documentation reviews and Technical Bid Evaluation to ensure design conformance.

L Ensures compatibility and conformance with client specifications and recommends cost effective improvements to equipment selection/specifications within the scope of client specifications and requirements.

M Consults Quality Assurance with any quality issues ensuring compliance with companys ISO Quality procedures Project Quality plan and Design Integrity processes and procedures. Coordinates Internal and Client audit requests and facilitates audit procedures of engineering systems within the department. Complying with other company accredited framework such as ISO 14001.

N Participates in and may lead multi-discipline Engineering Design Reviews and provides all necessary input and approval to close out of actions.

O Coordinates preparation and presentation of the final documentation in accordance with requirements of the Client acceptance certificates. Participates in a formal review of the project with relevant parties on completion and identifies opportunities for learning and development.

P Participates in employee performance evaluations establishes performance criteria identifies employee strengths and weaknesses and recommends training and development requirements.

Q Performs related duties as and when instructed by Direct Supervisor.

3. Job/Cost Impact

Manages the production of the engineering deliverables in accordance with the plan by effective management of the interfaces on a project between offices engineering disciplines procurement project controls and third parties.

4. Decision Making Authority

Decisions relating to general resource requirements general technical issues between disciplines and day to day corrective action to maintain progress in accordance with the plan. Decisions limited to that delegated by the Project Manager. May perform recruitment tasks in identifying qualified Engineers and Designers.

5. Supervisory Responsibility

Supervises any number of Discipline Engineers and perhaps one or two Project Engineers dependant on size and complexity of the Project.

8. Physical Effort and Work Environment

Duties essentially performed in Main Office. Time spent in supervision planning coordination and attending meetings. Required to travel to other company offices Clients offices and attend site visits as necessary in accordance with corporate or project requirements.

9. Minimum Requirement

Typically Masters Degree in Engineering. Chartered Status preferred. Significant related project engineering management experience working for Engineering/Client organisations in the Oil and Gas Industry.
