Project Cost Controller job in USA
My client has made a significant discovery off the Gulf of Mexico due to this they are in the process of setting up a new project team.
It is planned that the core project management and engineering team will be located in Houston. They are looking for a Project Cost Controller to join them.
Outline:
It is the general responsibility of the Project Cost Controller to implement overall project budget and expenditure control.
In performing his duties the Project Cost Controller will liaise closely with the various project teams and senior management.
The Project Cost Controller shall ensure that all definition monitoring and reporting of budget and expenditures are executed in accordance with corporate requirements.
1. Key responsibilities
Responsibilities include:
· Establish budget and cost control procedures to ensure the tracking of all project cost
· Set up of a system to monitor budget and expenditures for each project component
· Establish adequate project wide weekly and monthly budget and expenditure reporting internally in the project and to external project stakeholders highlighting all areas of concern in particular risk over overruns and payment deficits
· Assist in providing accurate project manpower costs and forecast based budget.
· Liaison with teams in all locations order to gather relevant progress and monitoring data
· Monitor analyse budget and expenditures for each project component
· Monitor that appropriate cash calling and billing is executed
· Monitor that payments credit and debit are made duly.
· Liaise with Accounting and HR payroll to ensure accurate Cost Allocation and invoicing throughout
· Identify and report cost overruns/under-spends so that project management can take appropriate actions
· Visit regularly sites to collate data and to review cost control performance
· Facilitate effective interaction with corporate and technical functions
· Through the head of Development and the Senior Project Manager establish and maintain close liaison with the Angolan authorities and partners.
2. Position specifications
Required Education:
Required Experience:
Minimum 15 years of experience in the oil industry.
10 years cost control experience
Cost control on oil and gas projects of 1 Billion or larger
Experience setting up budget and cost control processes and reporting
High levels of persistence curiosity and enthusiasm
The candidate should be a self-starter possess strong analytical skills and enjoy working in a multi-disciplinary environment.
Proficient in both written and spoken English
Ideally candidates should be USA Citizens or Green Card Holders.
