Our Client, is a major Oil and Gas, Subsea Engineering and Construction Contractor. To aid their operations in Africa, are seeking a Project Commercial Manager to be based in Angola
QUALIFICATIONS/EXPERIENCE:
• Degree qualified in Quantity Surveying or Commercial/Contracts Legal subjects
• Professional qualification or membership desirable
• Can articulate learning and training experiences
• Experience in a Management role
• Experience from Subsea projects an advantage
• Experience of prioritising own responsibilities and providing guidance to others
• Presents self in a professional manner appropriate to the role
• Excellent communication skills with internal and external clients
• Produces work of presentable quality
• Must be able to demonstrate strong initiative
• High degree of Contractual and Commercial awareness
• Good organisational skills and smart working methods
• Open minded
• London travel expectations to meet with clients in Africa and other global regions
• Must be physically fit for required position subject to reasonable adjustments
JOB SCOPE:
• Responsible for the Co-ordination and Contractual and Commercial performance of the Main Contract including all Subcontractors and/or Suppliers on a large EPIC contract/s within Africa Region Business unit.
• To ensure the Main Contract and Subcontracts are administered in accordance with the Business Management System (BMS) and to over see that Subcontract procedures are adhered to.
• Obtain the best commercial terms post contract award.
• Maintain and regularly review Company standard contracts , procedures and processes to maintain an up to date knowledge of the Company's operating parameters
• Carry out all tasks and duties in accordance with the established Business Management System
• Establish, supervise and maintain an optimal commercial project organisation in liaison with the respective base organisation discipline heads
• Ensure that the Project Manager is provided with support and advice on all aspects of budgeting, internal and external reporting, change management, risk management, invoicing, planning and procurement
• Ensure that the project revenue and profit is optimised on project level in liaison with the Project Manager, and at the same time understand and take into consideration factors on Company level. Seek opportunities (e.g. additional work), make the required information and knowledge available to take the correct actions and mitigations to maximise the margin
• Have an advisory role on the selection of all major Subcontractors and approve all Vendor Evaluation & Recommendation Reports
• Monitor and take a leading role together with the Project Manager in all variation requests/orders handling and negotiations
• Attend project PMR's and provide commercial recommendations and contract support
• Optimise Company's commercial position post award
• Contribute and take part in negotiations for additional scope and scope swap during Pre Investment Engineering phase of a large EPIC contract
• Ensure Weekly Reports and Monthly Reports, including Revenue Forecasts, are prepared and issued in a timely manner
• All other commercial aspects of the contract post award
• Ensure that the Project Manager is provided with support and advice on all aspects of contract administration and that the administration requirements of the Main Contract are adhered to
• Production of the Project Controls Procedure in conjunction with the QA Engineer
• Assist and advise the Project Manager with all contractual correspondence
• Monitor the work in progress and identify additional work, ensuring that Variation Order Requests are submitted in a timely manner
• Negotiation of Variation Orders with the Client in conjunction with the Project Manager
• Preparation and Agreement of monthly valuations
• Attendance and prepare Minutes of Meetings at all Client meetings
• Interfacing with Project Accountant/Cost controller on Variation revenue, Variation costs, Subcontract accruals, and other financial requirements as suits the project
• Preparation and agreement of the final account
• Project close out functions, including but not limited to the return of bonds, guarantees, issue of completion certificates (including once warranty period has expired)
• Liaison with the Insurance Department to ensure our insurance requirements for the project is covered
• Liaison with the Tax Department to ensure that our tax requirements for the project are understood and being effected
• Keep project personnel aware of the contractual obligations and objectives and educate where necessary
• Provision of the Subcontracts Administrator's services, where necessary
• Ensure seamless integration between purchasing and Subcontract activities
• Document, and ensure the effective circulation of all vital project decisions and updates, and maintain a synchronised project organisation
• Ensure that all reports to the Client, linked to commercial issues, are as required by the contract, and are provided in a timely and professional manner. Likewise, ensure all internal reporting are provided.
• Specifically identify the nature of any experience arising from the project and make provision for retention and transfer both during the execution of the project and upon completion
• Provide Project Manager and Contracts Manager - Africa region with accurate summaries of contract related matters and support on change and risk management issues
• Assist in the resolution of contractual / financial disputes and provide advice to the Project Manager
• Negotiate and ongoing management of call off's for key/ high value subcontract frame agreements
• Ensure seamless integration between purchasing and sub contract activities

Rotation: 4 weeks on, 4 weeks off.
