Job Description

Main Responsibilities :

Support the Procurement effort for the execution phase of a 1.0bn CapEx project. The objective of the project is to recover LNG boil-off gas being flared at the LNG loading terminal.

The Procurement Specialist will be based at the EPCM contractors offices and then relocate to site.

The biggest challenge is the lack of EPCM construction and DCS contractors skilled and experienced resources.

Oversees all Contractor procurement activities for the JBOG Project. Works to assure a Procurement & Materials program that meets the needs of the project is cost-effective expedient and in compliance with company policies and procedures. Ensures that all Procurement & Materials requirements for the Project are met and that the requirements of the EPCM Contract in respect of procurement and materials are complied with by the Contractor.

Meets all requirements of the Tender Committee in conjunction with Contracts and Procurement Specialist based in Doha.

Primary Accountabilities :

· Review and determine the adequacy of the commercial terms of all POs with respect to assignment warranty securities and indemnities from the position of Company and alignment with the terms of the Contract.

· Review all material requisitions and purchase orders prepared by the EPCM contractor in the name of Client.

· Review all bid evaluations and purchase recommendations produced by the EPCM contractor

· Take active part in the commercial negotiations with all suppliers with a view to minimizing owners CapEx.

· Review and provide Client input into the Approved Bidders List and the prequalification process

· Monitor and control EPCM contractors purchasing expediting inspection shipping material receipt material issue UOSD and warehouse management activities

· Review all EPCM contractors expediting and inspection reports and provide timely guidance to the contractor in this regard

· Monitor the weekly and monthly procurement reports produced by the EPCM contractor and advise Project Management of high risk areas and suggestions for mitigation

· Be the focal point at the EPCM contractors office for all interface matters related to the tender committee and ensure compliance of the tender committee requirements.

· Provide advice to the project team on the adequacy and effectiveness of actions and commitments made by the EPC Contractor in protecting cost and schedule.

· Review and comment on the adequacy of all Contractor procurement plans and procedures.

· Leads the administration and assignment of Company Long Lead Items.

· Leads the development of all commercial and procurement activities associated with the purchasing and delivery of commissioning and operations spares along with necessary operator training from vendor and 3rd party specialist organizations.

· Assist in the development and negotiation of contract terms and conditions that define Company procurement expectations and protects Company position with Contractors and vendors

· Oversee Contractors logistics planning and material handling during the execution of the project.

· Evaluate and advise the PMT regarding the potential impact of delaying/accelerating procurement decisions and in the assessment of Contractor claims.

  • Ensure relative discipline work is completed in compliance with project safety policies and procedures. Ensure PPE requirements are strictly enforced. Be an active participant in the Project Safety Program and in achieving Safety Goals.

Experience and Qualifications :

· Minimum of 10 years management/Supervisory experience on major projects in the field of Home Office and Field Procurement.

· Demonstrable understanding of procurement best practice.

· In depth knowledge and experience of the bid evaluate award manage closeout cycle

· In depth and proven knowledge and experience of purchasing expediting inspection shipping site receipt UOSD warranty management warehouse management material issuing and surplus disposal

· In depth knowledge and understanding of the procurement market and key vendors in the oil and gas industry.

· Ability to operate autonomously on a results oriented basis handling multiple and diverse tasks.

· Excellent organizational and communication skills

· Ability to work under pressure and manage constantly changing priorities

· Proficient in English
