MOC & Verification Coordinator - 1008-147 job in UK
JOB PURPOSE
Reporting directly to the Planning Performance & Learning Manager, as part of our ongoing SPU risk reduction and licence to operate activities, the Management of Change and Verification Co-ordinator has delegated responsibility from the NSSPU Engineering Authority for MOC and shall be the business owner and Subject Matter Expert (SME) for eMOC and its associated processes. In addition, the individual will be responsible for the oversight of Performance Standard verification activities including the Formal Technical Assesment (FTA) process and will hold the relationship, for the NSSPU, with the Independent Verification Body (IVB). The role shall provide assurance to the SPU EA that both MOC and Performance Standard processes are being managed in a manner that ensures continuing compliance with internal and external requirements.
KEY CHALLENGES IN ROLE IN THE NEXT 12 MONTHS
Key challenges in the next 12 months include:
• As SME, make MOC fully functional across the SPU, including Norway, by defining processes, integrating with existing business processes and coaching in its consistent application.
• Managing the project to update/align Performance Standards across the SPU (£500k) and putting systems in place to embed the Formal Technical Assessment process so as to ensure continued quality of, consistency of and compliance with performance standards.
• Pilot for integration of eCVP with eMOC in support of wider segment agenda.
• Develop suite of Management Information (MI) to provide status of MOC and verification activities to the line and SPU LT.
• Closeout of heritage MOC and verification actions
KEY RESPONSIBILITIES
• Subject matter expert for MOC activity across the SPU and business owner for the eMOC system.
• Developing MOC capability across the SPU through provision of advice/guidance and the promotion of consistent application through the definition of criteria for determining the applicable MOC type.
• Provision of assurance to the SPU EA that MOC process is effective and ensures compliance with internal (OMS 4.2) and external requirements.
• Interface with NSSPU Small Projects to ensure a streamlined MOC process consistent with operational MOC activities, this includes the implementation and piloting of eCVP.
• Manage project to standardise and update the Performance Standards and Written schemes of verification across the North Sea Assets (£500k).
• Define, develop and embed, across the SPU, a Formal Technical Assessment process that ensures Performance Standards are fit for purpose and that we remain in compliance with them.
• Develop a relationship with the AESTLs so as to support the deep embedding of the FTA process in each asset.
• Manage the relationship with the Independent Verification Body ensuring that BP derives value from the relationship in addition to verification (£1m).
• Provision of assurance to the SPU EA that Verification activities (FTA & IVB) are effective and ensuring compliance with internal and external requirements.
• Development and provision of MOC, FTA and Verification status management Information to the line and the SPU LT and S&OI Meeting. Analysis and interpretation of MOC/Verification data to identify emergant issues across the SPU.
ESSENTIAL CRITERIA
• Relevant professional experience (e.g. 5 to 10 years Oil Industry experience).
• Relevant operations/project services experience
• Strong track record of responsibility for execution and delivery of solutions to complex problems in a team context.
• High level of self-motivation.
• Capable of working and influencing at all levels of the organisation, SPUL downwards.
• Confidence and ability to challenge existing beliefs and provide innovative solutions.
• Experience performing effectively in a multi-disciplinary, multi-cultural environment.
• Previous knowledge of the MoC Process.
• Knowledge of Major Accident Hazard Process, Safety Case Management, Performance Standards.
