Job Description
This is an excellent contract, starting out in Moscow for approximately 6 months, and then going on to Sakhalin Island fo 12 to 18 months.
Initially this is a stand alone position, but it may subsequently require supervision of planners and document controllers.
The principal objectives are:
to set up an overall project master schedule, followed by more detailed schedules of particular aspects, such as contracts, design, and procurement.
Preparation of periodic reports on progress for Management.
Control subcontractors planning and reporting functions.
Monitor progress on site and provide reports.
Qualifications:
Degree or equivalent in relevant engineering discipline
Experience:
10 years in the international oil and gas industry including 5 years in a senior role, taking responsibility for multi-discipline project planning and reporting.
Able to use industry planning packages and to produce charts, schedules and reports using standard software.
Main Duties:
• Set up master schedule in accordance with Work Breakdown Structure
• Set-up sublevels of schedules and the Progress Measurement System
• Interface with other Company Functions or Discipline Leaders/Supervisors to built up activities, assign milestones and constraints by issuing CPM/Pert timescaled logic network using company standards or other factored ratios
• Liaise, consult and coordinate with all Supervisors & Managers to incorporate relevant information that will affect the implementation of the project schedule
• Prepare budget histograms, tables, curves, resources logs (Manpower, Materials, Equipment) as reference baselines for the control during the various project execution phases
• Ensure that the project's planning and scheduling requirements are properly and clearly communicated to those functionally responsible for executing the work
• Monitor that progress measurement is properly applied and information flow is correct and complete
• Revise promptly the control baselines with all agreed Changes
• Maintain all schedules, collecting actual data, evaluating dates to completion and project delays by effective monitoring of actual progress and productivity compared with the scheduled baselines
• Maintain records for all significant events relevant to contractual claims/obligations
• Create and maintain 90 days look-ahead schedule, monthly
• Support the Cost Engineer during the contract changes process providing the time impact analysis
• Maintain project schedule with forecast final completion date
• Monitor actual progress and productivity against plan
• Monitor project scope and provide input to Management of Change process
• Create monthly, annual and ad-hoc progress and productivity reports and forecasts as required and produce planning presentation materials as requested
• Provide planning input to weekly and monthly reports to management
• Review subcontractor generated schedules and changes thereto
• Prepare, implement and administer all aspects of planning and scheduling control for construction sites including schedule change, schedule control and schedule estimating
• Manage team rotations and updates as required
• Perform schedule risk assessments and monitor
• Delegate suitable work to Planning Engineer
