Our principle, a leading oil and gas operator in the State of Qatar, is having immediate requirement for:

HEAD OF COMMUNICATIONS

Reports to: Public Relations Manager

Location: Qatar

Start Date: ASAP

Basic Function and Scope:

* Plans, assesses and contributes to the development and implementation of overall corporate communication strategy and programs to achieve the Companys (internal & external) communications goals and objectives.

Tasks and Duties:

* Plans and develops initiatives which builds Companys image as the worlds leading LNG transportation company.

* Develops, recommends and implements corporate strategies and plans to identify, improve and sustain a consistent corporate image (to be coordinated and conveyed in all departments) in all communications to all Company stakeholders, partners and audiences.

* Oversees and monitors all dealings and relationships with local and international media (print, broadcasting and television) to ensure that Companys actions and messages are reported consistent with the Companys intention and image.

* Identifies and influences opinion leaders within government bodies, local authorities and public establishments in order to ensure that the communications requirements of Company are fully understood and considered by those bodies in their dealings with the Company. Includes identifying and meeting opinion leaders and officials controlling government procedures, discussing companys role in the State of Qatar together with the extent of general mutual or unilateral assistance required by either party and advises Public Relations Manager as appropriate.

* Writes and reviews all press and media statements, interview articles and public speeches issued in the name of company to ensure their accuracy and consistency with overall Company image.

* Discusses content, accuracy and phraseology of all corporate communications statements and messages with Public Relations Manager.

* Supports Public Relations Manager in preparing annual and 5 year Budget, and department objectives. Once approved and authorized monitors and reports on variances against Budget.

* Determines editorial policy and production deadlines for publications and ensures the themes of the articles are suitable.

* Builds and sustains effective working relationships with the media, shareholders and sister companies (i.e. Qatar Petroleum, Qatargas, RasGas etc.)

* Supports and advises senior management on presentations/speeches they deliver. Where necessary will write and/or edit such material (also makes presentations and/or speeches on companys behalf when required).

* Provides media monitoring (local news paper clippings) service to keep senior Managers informed of developments (outside) that impinge on their roles and responsibilities.

* Develops communications ideas and initiatives to improve companys image through the creation, development and design of activities and programs (i.e. Certificates of Training, Invitation Cards, Service/Performance Awards, etc.). Develops and produces concepts, content and materials etc.

* Responsible for participating and supporting Company Crisis Communications and Emergency Response Plan (drill/exercises and events). Supports Company Safety, Health and Environment and Quality policies and programs.

* Responsible for Company Website and maintains the Company Enterprise Portal (Intranet).

* Develops and produces the Company in-house Magazine and other Publications in the required format using English and Arabic software and the selection of the relevant photos to be used in reporting the events. Ensures they are printed to the required standard and within the necessary time deadlines. Ensures they are distributed accordance with the schedule.

* Undertakes similar or related tasks and duties as directed by the Public Relations Manager.

Work Contacts:

* Frequent contacts at all levels within company (including Managing Director) and in government bodies, local authorities and public establishments to identify, develop and influence positive perception of the Companys needs and image.

Independence of Operation:

* Works according to established practices professional standards and defined policies. Work accomplishments are subject to subsequent review.

Supervisory Responsibility:

* Senior Communications Officer

* Public Relations Assistant

* Note: Works closely with Public Relations - Events Coordinator

* Holds no delegations under the Table of Financial Authority.

Operating Environment, Framework and Boundaries:

* Operates as part of the PR team and is responsible for plans and developing initiatives to promote the Companys image as the Worlds Leader in LNG Transportation.

* Policies and procedures are documented and clear guidelines are provided by the PR Manager regarding the overall framework and boundaries of the position.

* Has some freedom and discretion to determine the job parameters providing the necessary flexibility for the position.

* Needs to provide direction and work effectively in a multi national, multi cultural environment where people issues are generally more complex.

Problem Solving and Job Complexity:

* The continual challenge of generating new ideas and strategies to promote the company in a dynamic environment and within strict budgetary constraints.

* Encouraging all employees to generate ideas and provide feedback on existing promotional activities.

The most important criteria for the Head of Communications position are as follows:

* Several years experience (ideally 8 to 10 years) in Public Relation or Communications in the oil & gas industry or marine transportation/shipping industry.

* With very strong writing skills (i.e. a journalist background). NOTE: The person we hire will be responsible for producing newsletters, Company periodic magazine and Annual Reports/brochures etc. (they must have experience in writing and producing these kinds of publications for large companies.

* Knows and understands (and has past experience) in dealing with the media and trade journals (local and international).

* Education: A background/university degree in Public Relations, Journalism or Communications is very important.

* The person we hire needs to be very hands-on. They will be required to do the work themselves and not delegate or just simply rely on PR agencies and consultants to do the work for us.

* Ideally we need to find someone with all of the above skills, education and experience and someone who has also worked in the GCC. It would be wonderful if the candidate was bilingual however this is not a requirement for the position.

Minimum Requirements:

* B.A. in Journalism/Media Communications or equivalent.

* 8 years experience in Public Relations in the gas or oil industry.

* Fluency in English & Arabic language.

* Proficiency in the use of various computer packages such as Microsoft word, Freelance, Harvard Graphics, Excel, Access/d Base and specialist Graphics Design packages.
