Our Client has a vacancy for a Cost/Planning Engineer.  This is a contract position, based in Singapore.

Responsibilities:
Reviews and provides input to Contractor as they develop estimates and cost reports for their project components, and also reviews contractor's cost reports for adequacy. 
Develop monthly project cost reports, including details of all budgets, commitments, expenditures, yet-to-buys and forecasts. Include details of all variances between budget and current forecast, and variances from previous to current forecast. 
Prepare detailed commitment, expenditure and forecast curves for management review and approval. Monitor and report actual status against same on a regular basis
Review and approve all proposed project commitments, ensuring comparison with budget. Identify and explain any variances for management approval.
Track and monitor project commitments, ensuring correct cost coding, currency translation etc.
Attend miscellaneous project review, co-ordination and report-out meetings and take a proactive role identifying and highlighting of (a) deviations from agreed project scope and (b) potential cost savings.
Participate in and help drive value engineering exercises from time-to-time.
Ensure all deviations from agreed project scope (or other changed conditions) are expeditiously processed.
Working with the contractor, ensure regular monthly detailed cost workgroup meetings are held to review all aspects of commitments, expenditures, and yet-to-buys are reviewed and agreed.
 
Qualifications and experience:
Required: Technical Degree.
Preferred: Bachelor - Engineering or related field.
Substantial major international project experience.
Has clearly demonstrated strong technical competence of the construction work involved, and the ability to use schedule, cost control and estimating methods/systems.
Strong computer applications skills.
Working knowledge of Primavera Project Planner and Monte Carlo software; MS Office applications, especially Excel and Access.
Ability to work within a diverse cultural environment.
Demonstrated interpersonal/teambuilding skills.
Strong written and oral communication skills in English.

The salary for this role is Â400 - Â450 GBP per day.
