Job Description
Swift Oil and Gas are currently recruiting for a Lead Cost Engineer on behalf of one of the largest independent oil and gas exploration and production companies in Europe - an organisation that has shown impressive growth with a major focus on Africa

To provide a reliable and responsive project cost engineering and estimating service on assigned projects or programmes that is consistent with project or programme plans.
Supervise the development of costs for all phases of a project and to monitor and report against these costs
When assigned to a project team as the Project Cost engineer represent and act on behalf of the group Project Controls Manager/Lead Cost Engineer to support the companys requirements for an integrated Project Cost Control System

To analyse project requirements and prepare a project cost estimate which integrates constraints and strategies for Engineering procurement and construction phases
Prepare detailed budgets in accordance with a Work Breakdown Structure which forms the basis for detailed level cost reporting and analysis. Issue detailed cost reports and expedite the return of cost data
To monitor actual against budgets analyse deviations and recommend remedial actions. Prepare agenda items for cost review meetings
To prepare and maintain cost budgets and forecasts for each project phase in accordance with the Project controls Execution plan
To coordinate in conjunction with discipline engineers and managers a robust change management system and Earned Value measurement system
To prepare and maintain in conjunction with the projects material control group a requisition tracking systems that meets the requirements of the Project control execution plan
To prepare and make presentations to project teams and partners on cost control methodologies and procedures used by the company
To assist the Group Project Controls Manager/Lead Cost Engineer in maintaining cost related database and the development of new cost tools and methodologies

THE CANDIDATE MUST BE DEGREE QUALIFIED IN A RELEVANT DISCIPLINE

The candidate must:-

Be highly conversant in cost engineering methodologies and familiar with estimating and planning
Have experience of industry standard cost control systems such as Kildrummy SAPPRISM cobra
Have 10 years experience in cost control or cost estimating with at least 5 years spent in a similar role
Have membership of a professional body such as ACostE if possible
