Job Description
Our Client has a vacancy for a Cost Control Coordinator. This is a contract vacancy, based in Atyrau, Kazakhstan.

Responsibilities:
Coordinating the following cost measurement and reporting functions for all Project contracts in compliance with Company Procedures and Project Requirements.
Cost management and reporting lead for all Project Cost Engineers.
Ensure compliance with all cost control processes in compliance with Company Procedures and Project Requirements.
Overseeing daily cost control functions per contract requirements.
Overseeing the review of Work Orders, Variation Orders and Variation Order Requests.
Overseeing monitoring and review of Contractor expenditures.
Overseeing the checking of cost aspects of Contractor's procurement award recommendation.
Monitoring to ensure Contractor is using the contractually agreed norms properly in job card preparation to generated adequate hook-up manpower requirements.
Participating in Contractor and Company Audits as required.
Ensure the correct use and implementation of IMIS and SAP systems to support cost and contract management.
Assist Cost Engineers in the individual management of their contracts and be involved in the communications, meetings, discussions and negotiations with Contractors as required.
Make the Installation, Hookup & Pre-Commissioning Manager aware of all Cost Measurement and Budget issues, presenting advice and solutions.
Coordinate and integrate the activities of Planning Engineers and Contracts Administrators within the Cost Control process.
Participating in Commercial and progress meetings as required. Provide cost input to overall Hookup progress reports.
Overseeing the review for cost/contract compliance of Contractor submitted Milestone Payment Certificates and Contractor Invoices.
Conducting/monitoring re-measurement activities, if applicable.
Overseeing the checking and verification of Final Account and close Out of Contract.
Reviewing Contractor's cash flow, expenditure phasing including exposure data.
Reviewing Contractor's cost reports and progress measured in terms of Value Of Work Done (VOWD).
Identifying and analyzing cost trend and instigating/coordinating any corrective actions required to keep project under budget.
Monitoring & reporting costs against the contract control budgets.
Preparation & review of annual Multi Year Development Plan (MYDP).

Competences:
Good knowledge of cost control management procedures and administration
Familiar with cost control management and associated software tools.
Familiar with the Contracting/cost aspects of Offshore facilities and Onshore installation.
Ability to effectively interface and coordinate with other parts of the contract in different locations.
Good negotiation and interpersonal skills.
Good reporting and presentation skills.
Experience in dealing with Project Partners and Stakeholders.
Member of a relevant Professional Institution or body.

Qualifications:
Engineering or Quantity Surveying Degree/Qualification or equivalent.
Substantial experience in Onshore and Offshore Oil and Gas Projects.
Extensive experience in Cost /QS activities on major EPC project.

The salary for this position is 650 - 700 GBP per day.
