Job Description
Our Client has a vacancy for a Contracts Engineer. This is a contract position, starting immediatly, based in Qatar.
As Contracts Engineer, your responsibilities will include the following:
Develop Scope of Work and Company estimate for all new contracts for Facilities Management Department (FMD), and Housing and Business Support Departments (BSD).
Ensure that all new contracts with Housing, FMD and BSD are in compliance with all financial, planning and procurement process standards.
Prepare and administration of bid documents, incorporating the commercial and technical specifications and ensuring that the terms and conditions are consistent with company's policies and procedures.
Liaises closely with the relevant sections of FMD, Housing and BSD to ensure that all technical aspects have been incorporated and seeks management/legal approval of bid documentation before issuance.
Provide advice whenever needed on the queries and correspondence received from bidders regarding requests for additional information or any variation of tender requirements or specifications and responds accordingly.
Whenever needed arrange for the technical evaluation of all bidders and carries out the commercial evaluation with reference to price, delivery specifications, freight costs and payment terms to ensure that the terms and conditions of the bids are consistent with company policies, procedures and overall requirements.
Monitor the installation of the procured items in AKC and ensure that the delivered items are matching with what has been agreed with the Supplier.
Resolve any issue with the supplier through proper communication with the legal department and ensure that company benefit has been protected.
Candidates for the Contracts Engineer position must have the following qualifications and experience:
Bachelor of Science Degree or equivalent.
Extensive diverse experience in procurement and contracts activities in the oil and gas sector, with some experience supervisory level.
Extensive experience in dealing with suppliers, vendors, contractors and consultants in the international oil and gas sector.
Good written and Oral English skills.
Computer literate with a good knowledge of SAP and MS Office and contract management and reporting systems.
Good Leadership and interpersonal skills and the ability to work independent or as part of team.
Good adaptability to a multinational environment, with wide exposure to various cultures and customs.
