Job Description
The Barbados National Oil Company Limited (BNOCL) is a state- owned entity whose core responsibility is oil and gas exploration and production onshore Barbados in an area of 16,438 acres (6,652.2 hectares). Its subsidiary Barbados National Oilfield Services Limited (BNOSL) acts as the Operator for oil and gas production in the oilfields. The Barbados National Terminal Limited (BNTCL), another subsidiary, is responsible for the receipt, storage and distribution of gasoline, diesel, fuel oil and jet fuel in Barbados. Given the scope of the operations of this group of companies, BNOCL is considered a fully integrated national oil company operating within the upstream and downstream sectors and employs 129 individuals.
BNOCL is seeking an apt consulting firm to guide the company and its subsidiaries towards the successful implementation ISO certifications 14001, 9001, 29001 and 17025 and OHSAS 18001 within its IMS programme. This programme should enable centralised document control, consistent processes and reduce duplication in both time and effort in achieving common elements among the certifications and in so doing truly realise the cost savings of this approach.
The consultant is expected to deliver the following:
Inception Report including the first findings from the organisation assessment, the progress in collecting data, the encountered and/or foreseen difficulties in addition to the work programme for implementing the IMS and staff mobilisation.
Identifying, recommending and/or providing training to the HSSEQ personnel in ISO methodologies
Coaching the HSSEQ personnel throughout the implementation process
Provide guidance on improving the HSSEQ Policy
Provide oversight and guidance in the development of IMS Manuals comprising specific written policies, procedures and all other requirements to meet ISO certifications 9001, 14001, 17025 and OHSAS 18001.
Audit of BNOCL and its subsidiaries outlining processes and procedures, how they are currently executed, associated risks and hazards, and any changes that need to be made to successfully meet the ISO standards.
Periodically checking the performance of the IMS
Providing guidance in the preparation of the organisation for registration
Conducting a training needs analysis of all staff
Monthly progress reports, which should include an updated programme in a Gantt chart, during the first year and quarterly reports thereafter. These should be submitted on the 1st of every month during the first year of implementation and quarterly thereafter on the 1st of that month.
Final report summarising the policies, procedures, documentation and received qualifications. A draft of this report should be submitted to the General Manager 1 month before the implementation end and the final submitted 14 days after the reception of the comments on the draft final report.
Submit all reports to the General Manager and copy to the Quality and Environment Officer.
The intended commencement date is 31st October, 2010. BNOCL therefore invites consulting firms to submit detailed proposals by 30th September, 2010 for the implementation of an IMS for ISO 9001, 14001, 17025 and OHSAS 18001.
