Job Summary:
To procure goods and services at competitive prices, meeting specifications, in timely manner and in compliance with the established procedures and guidelines, to ensure costs are within budget, no interruption to drilling and exploration programs and cost recovery from shareholders and government authorities.
Key Accountability:
- Procure goods and services in a timely manner to avoid interruption to drilling programs and rig standby.
- Procure quality goods and services in cost effective manner, to meet subsurface departments budget and specification requirements.
- Ensure procurement activities are conducted in accordance with the established policies and procedures to ensure shareholders and government approvals for cost recovery purposes.
- Focal point for purchase of goods and services for subsurface department to ensure minimum interruption to subsurface programs.
- Implement the Government policy of maximizing Malaysia and Thai contents by maximizing their participation in tender enquires and addressing local content requirements in service contracts.
- Responsible for developing/performing the following tendering tasks:
- Develop procurement strategies and tender packages
- Perform technical and commercial bid evaluation
- Preparation and execution of contract award and establishment of contract documents
- Follow up with the approving authority to ensure timely approval of contracts
- Post award monitoring such as change order execution and invoice payment.
- To constantly explore procurement best practices that provides cost effective solution to subsurface department.
- Develop and maintain good rapport with vendors to facilitate business dealings.
- Develop and maintain good rapport with shareholders and government authorities to facilitate approvals.
Qualification:
- Degree holder or equivalent professional qualification in related fields.
- Minimum 5 years experience in oil and gas industry especially in a Joint Operating or Production Sharing environment.
- Good understanding of upstream oil and gas operations especially in subsurface environment.
- Good interpersonal and communication skills, both oral and written.
- Good negotiation skill.
- Good presentation skills.
- Good understanding in contract form and internal trade practices.
- Possess good teamwork and able to work under pressure with low supervision
- Familiar with Computerized Materials and Maintenance System such as MAXIMO, SAP. Literate in computer, Microsoft Word, Excel, Project, Power Point, Lotus Notes.
