Discipline Manager – (Pipelines)
Location: United Arab Emirates

A huge global EPC Contractor has a huge amount of greenfield subsea projects across the world. They are looking for a Pipeline Discipline Head to oversee the projects from FEED through to handover.

POSITION OVERVIEW:
Accountable to the Head of Discipline for the supervision of 1‐4 proposals and 1‐3 projects and ensure quality and technical excellence for jobs under supervision. Provide leadership, promote teamwork, maintain and boost morale in the Pipeline Team. Identify strengths and weaknesses of Pipeline Team members and recommend training and development intervention, planning and career opportunities. Pinpoint specific training courses to enhance team member capabilities and overall understanding of Pipeline Engineering including new technologies and developments.

Provide key managerial and administrative support for Pipeline Department and assist Pipeline Head of Discipline on activities related to manpower resources, organisation development, preparation of new standards and procedures, etc., for Pipeline Group. Analyse technology trends recommend upgrade of systems and procedures when required.

SPECIFIC RESPONSIBILITIES:
• Facilitate and co‐ordinate manpower recruitment process in collaboration with HR.
• Conduct regular technical interviews for potential new hires.
• Provide necessary guidance on planning of all engineering activities and manpower resources associated with proposals/projects under responsibility.
• Ensure manpower resources of Pipeline Team are adequate and are utilised efficiently –
• Establish performance criteria, agree performance objectives with Pipeline Team and develop competency of Team members
• Organise internal quality audits/peer reviews for monitoring quality and ensure timely close‐out of actions.
• Technical Assurance: provide advice and guidance to engineers and designers on important technical issues as well as managerial matters.
• Provide necessary support and guidance to Project Control, Construction and Commissioning.
• Participate in Contract Review process and provide required inputs to Lead Engineer.
• Perform responsibilities of Lead Engineer in event of large project.
• Develop Pipeline‐specific Company Standards.
• Thorough knowledge of international codes and standards applicable to oil and gas pipeline systems, i.e. ASME, API, DIN and FSU.
• Experience of Consultancy/FEED/Detailed Design and EPC project both as multi‐discipline and dedicated pipeline developments. Understanding of contract terms and conditions

PREFERRED EDUCATION/EXPERIENCE:
Minimum requirements
• 4‐yr Bachelors Degree in Mechanical/Civil Engineering
• Related and proven track record and experience preferably from a background in working for
Engineers/Consultants/Client organisations in the Oil and Gas Industry.
• Professional Engineer registration may be required

• Coordinates to achieve productive relationship with the offshore engineering centres within the organisation
• Provides necessary guidance on manpower planning and takes responsibility for recruitment and performance mnagement of his/her team.
• Provides technical expertise and support during various phases of the project design (if relevant) and execution.
• Demonstrates experience and expertise with various engineering deliverables and procurement engineering and is aware of commercial, contractual and administrative aspects of the department’s scope of work.
• Assists in the planning and management of departmental /team objectives, budgets and resource requirements.
• Promotes innovation, departmental improvement and team working for continuous improvement of knowledge base, cost‐consciousness, and Quality and Safety Procedures.
