Senior Project Services Specialist - Estimating job in USA

PURPOSE
Very senior position in Capital Cost Estimating targeting individuals who are looking to add real value and build a capital cost estimating body of knowledge, from the ground up, with an Oil and Gas industry Operator. The Project Services Specialist - Estimating will provide functional expertise in capital investment cost planning and estimating across projects by:

• Developing and/or reviewing Capital Estimates for compliance and accuracy
• Developing and maintaining a database of cost estimates and other key project completion data
• Establishing and maintaining suitable systems and procedures for the development, compilation and review of cost estimates for Capital Investment

RESPONSIBILITIES

Implement cost management standards and procedures that 1 ) conform to corporate requirements, and 2) contribute to project success • Lead cost range analysis efforts on projects and model workshop outputs • Facilitate and guide Engineers to ensure compliance with the company’s estimating standards, procedures and preferred systems • Utilize actual data, to compile "assembly" libraries for unit rates, to be used in future estimate compilation • Verify and check Engineers' estimates prior to finalization; update benchmark libraries with additional information obtained during studies and project execution phases • Provide assistance to the Project Services Managers, as needed on all projects, particularly cost benchmarks needed to validate cost estimates • Maintain project historical schedule and cost performance reports and provide standard estimating formats to each Project Services Team • Advise project teams regarding setting up and maintenance of project cost control systems, including associated cost management support • Participate in functional and peer reviews, as necessary

EXPERIENCE

Undergraduate degree, preferably in engineering, construction, quantity surveying or business • Thorough knowledge of typical project cost management software tools • Minimum of 10 years continuous experience executing capital projects, and performing duties that are directly related to cost management and within the Oil and Gas industry • Successful track record at senior level in major oil & gas construction projects' Cost Estimating and Project Controls • Broad experience in successful project execution and management in all phases of projects, from inception through project close out • Superior project risk management skills • Computing, numerate, strategic planning and business analytical skills • Demonstrated capabilities in leadership, relationship management, influencing and communication skills • Experience working in a project environment operated by others, as well as with operated projects implementation under strict HSE Protocols
