Senior Procurement and Contracts Advisor
Soyo, Angola
5/2 Residential
Working 5 days on, 2 days off, 8-9 hours per day
Duration of 2-3 years
*Please note that this is a residential position, meaning you will be residing in Angola for the duration of this project*
Job deliverables:
- Negotiates and prepare service and lease contracts.
- Reviews contract preparation procedures to assure efficient time expended and maximize business control; initiates administrative procedural changes and implements controls, checks and balances to protect.
- Develops new types of contracts in consultation with Legal staff for unique contracting situations (proprietary technology, joint industry projects).
- Initiates and conducts bid meetings and preparation of bid packages; provides counsel on contractual procedures, use of contract language and interpretation of contracts; utilizes in-depth understanding of the financial process to advise accountants on the application of contract language and interpretation of contracts.
- Responds to contract administration audits and implements audit recommendations; directs and performs audits on the more complex jobs to ensure appropriate execution of contracts.
- Represents the company's commercial interest in the development and utilization of contracts. Responsible for broad functional duties that include: administration of new service contracts, changes, renewals, bid packages, bid openings, insurance, bonds, letters of credit, rate schedules, and SAP contract administration
- Develops communication on regulatory developments to management and client organizations.
- Develops, maintains and administers programs to improve quality, implement sound practices of contract management, standardization and leveraging opportunities to manage contracts.
- Prepares bid requests for new operations; analyzes bid results and makes recommendations; manages large spend and complexity service contracts that include but are not limited to engineering, consulting, design and construction.
- Coordinates activities with key customers to develop material and service contracts for cross-department requirements; participates on supplier selection teams.
- Joins and/or leads teams in developing bid lists, pre-qualifying contractors; qualifies suppliers, analyzes proposals, negotiates and recommends awards of contracts.
- Develops contracting strategies and plans; reviews future requirements to determine adequacy of current contracts; recommends amendment, re-negotiation or termination or contracts as appropriate.
- Usually has direct responsibility for developing or coordinating multi-functional teams in developing contracting strategies and plans; provides counsel on how risk allocation and management concepts align with the business or project plan; assures strategic alignment with market indices to avoid adverse supply conditions.
- Recognized as company expert on complex contract management and company representation. Based on input from SCM management develops bid list and qualifies contractors; conduct site bid walks with contractors and respond to inquiries during bid process.
