Job Description
- Prepares recommended source lists of qualified subcontractors, drawing upon their past performance experience. Coordinates the list with project management and appropriate customer recommendations.
- Prepares Request for Proposal form and verifies accuracy and completeness of proposal packages. Interfaces with affected sections to clarify and ensure that all necessary data has been included. Receives subcontractors' responses to requests for proposals, determines each subcontractor's ability to meet Company and project requirements, and negotiates the terms and conditions. Prepares and issues contracts commensurate with delegated procurement authority.
- Prepares subcontract documents and amendments, including identification and inclusion of flowdown requirements from the prime contract. Ensures that terms and conditions will be appropriate. Maintains and updates subcontractors' files to include records of payment. Resolves problems with claims, back charges, and <web address removed> progress of subcontractor; prepares and maintains records of activity and status to ensure compliance with subcontract terms and conditions.
- Prepares detailed reports and contractual correspondence for project management and customer. Establishes and maintains accurate tracking records tailored to each subcontract.
- Performs subcontract closeout actions, completes file documentation, and forwards subcontract files to storage. Ensures retention of hard copy of reports and claims for 7 years.
- Supervises lower level Administrators, assigns and reviews their work, offers training in various subcontracting processes, gives input toward performance evaluations, and makes salary increase recommendations. Serves as liaison between subcontractor and Company personnel.
Job Requirements:
- BA/BS in related field or applicable discipline preferred, or equivalent years experience. Masters degree or professional certifications preferred. Expert knowledge of applicable theories, practices, and accepted procedures. Generally 10 years of relevant experience.
- Possesses and is recognized as a functional expert and thought leader within the department and broader organization. Anticipates complex internal and external business issues with impact on the organization and can recommend innovative program and/or program solutions. Contributes to strategic program development.
- Advanced proficiency with applicable software applications in related field. Advanced analytical and problem solving skills. Accuracy and attention to detail critical. Ability to meet deadlines and manage priorities is critical. The ability to effectively communicate in English and take a leadership role in preparing and presenting complex program proposals and reports to senior level management is critical. Strong ability to persuade and influence others is critical.
- Commitment to customer service and ability to guide department personnel in partnership with and during manager's absence is essential. Ability to maintain confidential information is critical.
- Generally characterized as a "Leader" or "Principal" with the ability to conceptually interpret and guide the department program design and development. Ability to lead complex and often cross-functional project teams.
- Typically will regularly interface with departmental staff and upper management, and frequently with outside customers.
