Job Description
  • The position will be responsible for managing and executing the civil works located off of the Central Pad for the Point Thomson project. The project is located on the North Slope of Alaska at a site accessible only by helicopter, ice road in the winter, and a short summer barging season.

    The Civil Construction Supervisor will be responsible for civil works including oversight and management of the NS-001 contractors activities located off of the Central Pad as well as gravel placement and conditioning located on the Central Pad.  These activities are to include, but are not limited to;  ice road installation, gravel mining, placement and conditioning for roads and pads, bridges, road crossings, airstrip and airstrip infrastructure, fresh water intake structure and temporary and permanent facilities not located on the Central Pad.

    The Civil Construction Supervisor will ensure subcontractor compliance with the planning, and project control systems consistent with the requirements of Point Thomson project policies. The position is also ultimately responsible for insuring that the subcontractor executes the work in accordance with the quality standards and requirements specified for the project.

    During the site execution phase, the position will have an equal ROTA partner working a 3wk on / 3wk off rotation.  This schedule is subject to modifications due to work conditions and personnel availability.  The Civil Construction Supervisor is responsible for this shared arrangement working efficiently including smooth transition/turnover and without major shifts in direction between the two equally responsible parties. Any changes to an agreed to schedule must be made through the North Slope Site Manager.

    The Civil Construction Supervisor shall play an active role in the safety culture on the project, making safety a natural part of all work performed.

    Note: see C / S / A Construction Supervisor (D-0404) job description for remainder of portion of the NS-001 and NS-004 contractors site activities located on the Central Pad (except gravel placement and conditioning).  Responsibilities between the Civil Construction Supervisor and the C / S / A Construction Supervisor are subject to change by the Site Manager due to final subcontractor organization.

Civil Construction Supervisor that they believe is required:

  1. Significant experience in moving/placing gravel in Arctic/Alaska NS locations. 
  2. Experience with ad-freeze piling installation (commonly referred to as VSMs).  Again, Alaska experience preferred.
  3. Experience with open-cell sheet pile wall installation
  4. Experience with ice road construction
  5. Experience with arctic bridge construction
  6. Experience with pre-fabricated building construction (often commonly termed vertical construction or Butler building construction)
  7. Client side experience
  8. Field Contract/Subcontract management experience
  9. Oil Field construction background (particularly with regards to client expectations on safety leadership, quality levels, client management/interface, etc.)

Additionally they must be well spoken.  Individual will be overseeing a $200MM subcontract.

2012 would have the individual working in Anchorage on the Pt Thomson Anchorage package.  In late 2012 they would move to the North Slope on a 3:3 rotational schedule with an alternate Work would continue through 2014 with this subcontract management and maybe beyond on some other things related to the project.

  • Participation in the implementation and execution of the overall site SSHE program, ensuring that the work is performed safely, without environmental impact, and addresses the health and well-being of all personnel at site.
  • Manages and administers a designated portion of the civil subcontractor work and participates in the development of the RFP, contracting strategy, and contractor selection.
  • Controls change/scope creep, ensuring that all scope changes are quickly and properly documented, communicated to engineering and the client, and that change orders are approved prior to the performance of the work.
  • Assists subcontractor in pre-construction planning and procurement activities.
  • Ensures subcontractor compliance with the Point Thomson project controls reporting system. Reviews and makes recommendations for items that constitute an increase or decrease in schedule or cost, deviation notices and change orders, as required.
  • Provides input for the development of project schedules in cooperation with the construction engineers and planners.
  • Assesses project requirements, monitors work and ensures that subcontractors quality plan is in compliance with the approved Point Thomson quality plan.
  • Establishes and maintains communications to ensure the accurate and timely flow of information to and from site in accordance with the project procedures.
  • Advises North Slope Site Manager regarding developments or issues that could affect safety, quality, schedule, costs, client relations and public relations.
  • Remains alert to means and methods by which the operations of the project team may be improved.
  • Assists in preparation of weekly and monthly status reports for the NS-001 contract to keep the client and project management informed of construction progress and the status of costs and schedule as related to the budgets and previous forecasts.
  • Provides interface coordination with Logistics Manager to support subcontractor logistics needs.
  • Ensures that subcontractor has provided sufficient temporary facilities.
  • Assists the Site Manager in the overall administration of labor relations policies.
  • Other responsibilities as directed by the Site Manager.

Job Requirements:
    • 10 Years Heavy Civil Construction Management Experience
    • Experience with Arctic / Cold Weather environments remote sites desired but not mandatory
    • Un-wavering support of HSE and quality philosophies and programs at site

ADDITIONAL RESPONSIBILITIES:

  • Good interpersonal and communication skills
  • Good organization skills and capability of technical writing
  • Must be willing to work what hours it takes to complete the work in a timely and efficient manner
  • Implements, manages, and maintains an effective labor relations program to ensure that work proceeds without disruption
  • Remains knowledgeable of safety policies and procedures as well as performs assigned duties in a safe manner and, while supervising others, has responsibility for their safety and ensures that they comply with established safety policies and procedures and practice safe work habits
  • Develops and coordinates a constructability review program during the construction phase of the project
  • Participates in business development activities and promotes a professional and business-like relationship with the client
  • Develops an understanding of all aspects of the technical package and contract

Controls contract cost and minimizes change order costs
