Job Description
The Role:
BACKGROUND
an approved Tension Leg Platform (TLP) Project which will be constructed at various sites around the world, integrated at a site on the United States Gulf Coast, and operated in the Gulf of Mexico.
This role will report to the Commissioning Manager.
This role is expected to start in 1st Quarter 2011 2012 and finish sometime in 2014, when the project achieves first oil. This role is critical to the project success and the selected candidate will be expected to stay until completion of all commissioning work.
This role will be initially performed in New Orleans, LA, move to the module/integration site in Ingleside, TX after about 2 yearsin late 2012 or early 2013, and eventually transition offshore (flights originate from and return to Boothville, LA).
A Transportation Workers Identification Credential (TWIC) shall be required prior to transition to module/integration site and, in addition, completion of HUET training will be required before transitioning offshore.
The role will be a member of the Mars B Commissioning team that is responsible for construction completion verification, cleaning of key systems, function testing of systems and hardware, and assisting operations in achieving initial production.
This role will be responsible for developing the electrical aspects of the overall commissioning plan and coordinating the electrical resources to manage:
o Defining the electrical systems in line with the overall commissioning strategy and document boundaries
o Prepare System Checkout Procedures and Develop Execution Plan
o Construction Complete Verification of the electrical systems
o Temporary Power Systems required during commissioning and start-up phase
o Commissioning of the Topside Electrical Systems and integration of the subsea power systems
Commissioning is a critical phase of the project where by the duration of the work needs to be minimized while assuring thorough completion of work, managing activities safely, within budget, and within persons on board limitations.
Individual should have excellent interpersonal, technical, communications, organizing and planning skills as well as a strong electrical background.
HSSE Policy
Comply with the Safety Policy and adhere to Contractors site policy.
Intervene when an employee violates a policy/rule or is not managing risk appropriately.
Shell has implemented mandatory Life Saving Rules. Failure to comply will result in disciplinary action, up to and including removal from site and disqualification from future Shell work.
Take Proactive HSSE leadership role and demonstrate same by example.
Participate in site Emergency and evacuation drills.
Notify Shell management immediately of all incidents or hazardous situations.
Shell has a required fitness to work standard for all contractors to demonstrate and ensure that its employees are fit to work and perform their duties in a safe manner. A writtenA written certification shall be required.
Responsibilities:
Illustrate 100% commitment to process safety and personnel safety.
Learn the design and operation of the Mars B electrical system.
Work with Commissioning Team to defining the electrical systems in line with the overall commissioning strategy and document boundaries on the various design documents.
Work with the commissioning team to set turnover priorities for electrical systems that allows for productive simultaneous operations (simopsSIMOPs), i.e. safe commissioning of systems while the construction contractor completes and turns over the remaining systems.
Develop an overall strategy for commissioning the electrical systems that supports the electrical supply needs for the process system commissioning target dates.
Prepare detailed electrical System Checkout Procedures(SCP), assure that the appropriate members of the Mars B team review the documents, update according to comments, and finalize.
Develop the electrical system details for the overall Commissioning Execution Plan that assures the required vendors, materials, special tools, and personnel are well coordinated in supporting the field activities.
Assist in the Construction Complete Verification of the electrical systems.
Assist in the definition, design, and installation of Temporary Power Systems required during commissioning and start-up phase.
Integration of the subsea power systems into the Topside commissioning plan.
Assist in determining the appropriate staffing levels for the commissioning and start-up electrical team.
Supports Shell Flawless Project Delivery Objectives which include managing and monitoring various quality metrics. Provide support for the Project Quality Audits.
Supporting project Factory Acceptance Testing (FAT) of key electrical hardware including: reviewing procedures, assigning resources, periodically attending FAT, and adjusting commissioning scope to integrate FAT successes and deficiencies.
Assist in defining electrical equipment preservation methods and field monitoring plan.
Working with engineering and operations department to promptly find the preferred alternative for alleviating issues discovered during commissioning.
Assisting in the development of commissioning spare parts listing and quantities to support the electrical hardware and infrastructure.
Individual will work in a team environment and must be able to quickly understand the roles of those in the interfacing teams, develop quick relationships, and work effectively to assure that the commissioning work integrates well in the overall project plan.
Reporting:
Monitor and report against Commissioning Plan.
Regular (initial weekly, eventually daily) Reports during the Commissioning Phase of the project.
